Plant turnarounds are an essential part of a plant's maintenance plan. Turnarounds have unique project management characteristics which make them volatile and challenging. Most of the organizations in the Middle East region have their own STO management procedures and it is an accepted fact that some standardization of norms will help mitigate most of the risks associated with STO's. Mohammed Ghazy, Senior Planning & Development Specialist at Dubai Municipality will share his views on standardization of shutdown and turnaround management across continuous process plants at the 3rd Annual Plant Shutdown & Turnaround Forum & Workshops. Supported by Belgian Maintenance Association, the forum will be held on 18-20 November, 2013 at Crowne Plaza - Business Park, Doha.
The Plant Shutdown & Turnaround Forum is designed in an unique mini workshops format and will cover planning and logistics, shutdown execution onsite & restart and evaluation of the plant post-shutdown. Criticality planning whilst minimizing & managing associated risks will be covered in one of the workshops at the forum and will be conducted by Mahmoud Khalifa, Rotating Machinery Advisor from ADMA-OPCO. This workshop will educate attendees on how to prioritize criticality to minimize resource bottlenecking.

Fahad Al-Juaid, Maintenance Manager at SIPCHEM will lead a workshop on "Authority to Operate" Procedure. He will elaborate on how to develop a process to involve all parties impacted, looking at its impact on equipment.This workshop would focus on how one can reduce the time-frame of approvals by foregoing red-tape. Apart from workshops the forum will also conduct a panel discussion on 'The Readymix of Planning: The Missing Link Between Contractor & Operator'. The discussion will focus on building an effective working relationships to turn contractors into true shutdown assets.

A special interactive session on pre TAR walk through meeting with all departments present will be conducted in the forum. This session aims at improving inter-departmental collaboration with participants taking on various roles and playing out a given project scenario of a pre-turnaround walk-through meeting. Being one of the key events for all shutdown professionals in the region, the forum will delve into critical issues in three phases of turnaround.
